Apply for site plan approval

If you’re planning construction of a new building or addition and the property is in a site plan control area, you’ll need to apply for site plan approval.

The purpose of a site plan application is to review the location and function of buildings and structures and to maintain City standards.

Site plan applications are submitted, reviewed and approved online through ePlans.

Step 1: Submit your pre-application request

To initiate your application, submit a pre-application meeting request. You can choose to waive your pre-application meeting later.

To submit your pre-application meeting request:

  1. If you don’t already have one, create an ePlans account.
  2. Log in to ePlans and follow the steps to submit your pre-application meeting request.
  3. Upload your pre-application drawings and documents, including a cover letter indicating whether you would like to participate in a pre-application meeting.
  4. Select the “Complete – Notify the City of Mississauga” button to submit your request.

Submit the following drawings and documents with your pre-application meeting request:

  • A cover letter that includes:
    • Applicant and property owner names
    • Brief description of the proposal
    • Proposed tenure
    • Development application you’re seeking
    • Request for a formal pre-application meeting with City Staff and external commenting agencies, if desired
  • Site plan, including the following:
    • Building footprint and dimensions (existing and proposed)
    • Building setbacks from all lot lines (existing and proposed)
    • Site statistics, such as lot area, existing and proposed gross floor area, unit types and required and provided parking
    • Landscaped areas, buffers and dimensions
    • Site access, driveway location, parking areas and dimensions
  • Elevation drawings with height dimensions, such as floor-to-floor and overall building height
  • Floor plans, survey plan and images of the property and surrounding area, if available

File requirements

Drawings and documents should be saved in the correct page orientation. Each drawing plan sheet should be saved as an individual file.

File names for all drawings should include the:

  • First letter of the discipline name, such as “A” for architectural
  • 3-digit sheet number
  • Drawing type

For example: A100 Site Plan.

What happens next

After we receive your pre-application meeting request, we’ll review the drawings and documents and determine what kind of site plan application is needed:

  • Site Plan Standard (SP): Full circulation of application to all departments and agencies
  • Site Plan Minor (SPM): Scoped circulation of application to required departments and agencies
  • Site Plan Express (SPAX): Circulation to Planning and Building Department reviewers only
  • Development Not Subject to Site Plan Control (DNS): Application not required

Next steps will depend on whether you’ve requested a pre-application meeting.

What to expect for your pre-application meeting

  1. Staff will schedule a meeting with you.
  2. At the meeting, we will give you feedback on your proposal, along with information on all the plans, studies and documentation that you must submit. All feedback will also be available in ePlans.
  3. Staff will provide you with a submission checklist.
  4. We will deduct the pre-application meeting fee from the application fee once you submit it.

What happens if you skip the pre-application meeting

  1. Staff will upload a standard submission checklist to ePlans. It will list all required studies, as well as those required only in certain situations.
  2. You and your consulting team must review the checklist to determine which studies are required for a complete application submission.

Step 2: Submit your application

To submit your site plan approval application:

  1. Log in to ePlans and follow the steps to submit your site plan approval application.
  2. Submit all drawings and documents listed on the submission requirements checklist provided by staff.
    • If you didn’t attend a pre-application meeting, you will submit a standard list of drawings and documents, as well as any additional studies and drawings identified by you and your consulting team.
    • Make sure all files follow the document standards outlined in the . Each study must also meet the City’s terms of reference.
  3. Use the “Complete – Notify the City of Mississauga” button to submit your request.

Required site plan documents

Once your proposal is screened, or if you’ve attended a pre-application meeting, you’ll be given a submission requirements checklist. This will list the drawings and documents you need to upload, which will be some or all of the following.

Pre-screen review

After you upload the drawings and documents, we’ll do a pre-screen review to check that the application meets requirements. This usually takes 3 to 5 business days.

If we need more information, we’ll email you. The application will move forward only when all pre-screen corrections have been made by you.

Payment

After the City completes the pre-screen review, we’ll email you to let you know it’s time to pay your fees.

Submit your fee calculation worksheet for approval before you make a payment.

You can pay your fees by electronic funds transfer (EFT), Interac e-Transfer or credit card. We no longer accept payment by cheque.

You can make electronic payments by electronic funds transfer (EFT) or wire transfer for planning application fees that exceed $30,000 and can’t be paid through ePlans or by email payment.

A $15 surcharge is applicable to all wire transfers. Please make sure this amount is added to your payment before transferring your payment to the City.

  1. Complete the electronic payment information form.
    • If you’re paying as an individual, include your name, full address, phone number and email address.
    • If you’re paying as a company, include the legal business name, GST/HST registration number, company address, phone number and the email address of a company representative listed on the information form.
    • The form must match the information that you send with your payment so that we can verify and process your payment. Discrepancies will result in delays.
  2. Email the form to both the City staff member who requested the payment and to eftpayment@mississauga.ca with “Electronic Payment” and the file number or the property address in the subject line.
  3. Once staff emails you the City’s banking information, make the transfer through your financial institution and email the receipt to the City staff member who requested the payment and to eftpayment@mississauga.ca.

You can pay planning application fees of less than $25,000 by Interac e-Transfer payment:

  1. Prepare your email transfer through your bank.
  2. Include a cross-reference number in your message to the contact:
    • For planning applications, use the ePlans pre-application number.
    • For site plan inspections, use the application
  3. Send the payment to planningfees@mississauga.ca.

Payments are automatically deposited to the City. We can’t reverse or cancel payments.

You can pay planning application fees of less than $30,000 by credit card through ePlans.

It can take up to 2 business days for us to receive the transaction information and for the payment condition to be cleared.

Once you’ve paid the fees, we will notify you to confirm that your application is complete.

Department review

All relevant City departments and agencies will review your application to make sure it meets requirements and to establish conditions of approval. You can view comments in your project status report in ePlans.

Approval

Once all comments are addressed and conditions have been cleared, your site plan application will be approved.

You’ll receive an email letting you know that your stamped and approved plans are available to download in ePlans. We’ll also forward your site plan approval to the City’s Building Department. That way it’s on file when you’re ready to apply for your building permits.

Site plan approval is valid for 1 year from the date shown on the plans.
