Planning Justification Report – Terms of Reference

This report describes how proposed developments will meet provincial, regional, and municipal urban planning policies and provide an opinion as to the appropriateness of the proposed amendments. The report must be prepared and signed by a full member of the Canadian Institute of Planners.
