To apply for a driving school operator’s licence to own and operate a driving school, you’ll need to submit:
- A Driver/Operator Licence Application
- Proof that you’re at least 18 years old
- Proof of Canadian Citizenship, landed immigrant status or a valid work permit
- Valid Ontario driver’s licence, Class G minimum
- Articles of incorporation and/or business registration documents, if applying as a company
- A copy of the registered declaration of partnership, if applicable
- A list of all drivers and instructors including each driver’s full name, Ontario driver’s licence number, provincial instructor licence number and expiry date
- A list of all vehicles to be used, including each vehicle’s provincial plate number, year, make and model
- Schedule of rates and charges
- Provincial driving instructor’s licence, if you’re also an instructor
- Zoning Certificate of Occupancy Application, if applicable

A driving school operator’s licence costs $185.92. Fees are payable by cheque, debit, Visa, Mastercard or Amex.
Renewing an operator’s licence
Your licence will expire every year on March 31. A renewal notice will be mailed to the address we have on file for you.
To renew your licence, you’ll need to submit the following documents and pay the renewal fee:
- A Licence Renewal Application completed by the owner or director
- Valid master business name registration, if applicable
- Schedule of rates and charges
- A list of all drivers and instructors including each driver’s full name, Ontario driver’s licence number, provincial instructor licence number and expiry date
- A list of all vehicles to be used, including each vehicle’s provincial plate number, year, make and model
- Zoning Certificate of Occupancy, if applicable
The fee to renew your licence is $177.44.
If you don’t renew your licence within one month of the expiry date, you’ll have to reapply as a new applicant.
To apply for a driving school instructor’s licence you’ll need to submit:
- A Driver/Operator Licence Application
- Proof that you’re at least 18 years old
- Proof of Canadian Citizenship, landed immigrant status or a valid work permit
- Valid Ontario driver’s licence, Class G minimum
- Provincial driver’s instructor licence from the Ministry of Transportation
- Ontario driver’s record
- A letter of potential employment from a licensed operator
- A photo of you. We’ll take your photo when you apply in person.

Renewing an instructor’s licence
Your licence will expire annually on March 31. A renewal notice will be mailed to the address we have on file for you.
To renew your licence you’ll need to submit the following documents and pay your renewal fee:
- A Licence Renewal Application
- Provincial driving instructor’s licence
- Valid Ontario driver’s licence, Class G minimum
- Ontario driver’s record provided by the Mobile Licensing Office and included in your renewal fee
The fee to renew your licence is $181.68.
If you don’t renew your licence within a month of the expiry date, you’ll have to reapply as a new applicant.
To apply for a driving school vehicle owner’s licence you’ll need to submit:
- An Owner Licence Application. This must be completed by the business owner, partner, president or an authorized agent.
- Proof that you’re at least 18 years old
- Proof of Canadian Citizenship, landed immigrant status or a valid work permit
- Articles of incorporation or business registration papers, if applicable
- A copy of the registered declaration of partnership, if a registered partnership
- Lease agreement, if vehicle is leased
- A valid safety standard certificate or Ministry of Transportation Vehicle Inspection report
- Provincial ownership of vehicle
- Certificate of insurance with a minimum $2 million coverage and endorsed to the City of Mississauga
Your vehicle must be inspected at the Mobile Licensing Office before your licence can be issued.

Renewing a driving school vehicle owner’s licence

- Safety standard certificate or an Ontario Ministry of Transportation vehicle inspection report
- Certificate of insurance endorsed to the City of Mississauga
The vehicle must be inspected at the Mobile Licensing Office before your licence can be issued.
The fee to renew your licence is $245.86.
If you don’t renew your licence within one month of the expiry date, you’ll have to reapply as a new applicant.
