Dispute a penalty notice for a by-law violation

By-law violation tickets are penalty notices issued for City by-law violations involving animals, pets and business licensing, including mobile businesses. They have a ticket number beginning with a letter A, B or V.

A ticket, B ticket or V ticket

You can dispute a by-law violation ticket online or in person with a screening officer. You have 15 days from the date you received your ticket to dispute it online or to request an in-person dispute.

Online

Dispute your ticket online or check the status of an online dispute.

Dispute ticket or check status

When submitting a new dispute, tell us:

  • Why you think the parking ticket or any fees should be cancelled or varied
  • Why you need more time to pay or review the ticket

You can attach evidence, like a photo, to support your dispute. This is the only opportunity you will have to submit evidence.

You can include up to 5 separate files. Each file must be smaller than 5 MB. Accepted file formats are PDF, PNG, GIF and JPG or JPEG. Word documents and video files won’t be accepted.

In person

You need an appointment to dispute your ticket in person.

Book your in-person appointment online or bring a completed screening request form to:

Ontario Court of Justice
Provincial Offences Office
950 Burnhamthorpe Road West
Mississauga, ON L5C 3B4
Monday to Friday (excluding statutory holidays): 8:30 a.m. to 4:30 p.m.

If you can’t make your scheduled day and time, you must change your in-person dispute appointment.

Request an extension

You can request an extension review if you missed the 15-day dispute window because of special circumstances. Extension review requests must be made in person at 950 Burnhamthorpe Road West within 30 days of the ticket due date.

If your request is approved, a screening officer will meet with you the same day. Decisions made at an extension review are final.

Meet with a hearing officer

If you’re not satisfied with the decision at your in‑person dispute, you may request an appointment with a hearing officer. You have 15 days from the date of your in‑person dispute decision to make this request. The hearing officer’s decision is final.
